In this process, Hongjun has the authority to choose who becomes a Sage, and for the sake of the entire system's security, he will be ruthlessly cold and merciless when dealing with those rule-breaking Sage-software entities; hence the saying that Hongjun is merciless. The myriad data resources managed by the Hongjun operating system and the various applications beneath it are the sentient beings of the Primordial World." Liu Hui concluded, "Therefore, the Heavenly Dao is equivalent to a fully equipped piece of hardware—a computer—which, through Hongjun, controls the sentient beings within the Primordial World, extending down to the various Sages.
