this scoundrel raised a hand and unleashed a Psi Storm! Logically, an Arbiter is synthesized from two High Templar, so theoretically, it should possess the ability to cast Psi Storm.
However, in reality, this was merely a beautiful-sounding concept.
Arbiters were supposed to be freakish monsters characterized by flight, area damage, and ranged attacks, lacking any active abilities like the Psi Storm.

While other workers needed ten seconds to fill their internal storage before returning to supply the base with eight units of Vespene Gas, this one would instantly return after only one second of mining, collecting fifty units of Vespene Gas in a single trip...

But it hadn't cast a single Psi Storm.
This unit stood next to the Barracks and did only one thing: use the High Templar's other ability—Psionic Projection (Hallucination)!! A normal High Templar could create two illusions, which took 300% damage, only had attack animations but no attack power, zero defense, health equal to the original, and no abilities! But this one created four illusions after projecting! The illusions took 200% damage and even possessed 10% of the original unit's attack power! The illusions it spawned were the absolute perfect meat shields, and its own mental energy regenerated incredibly fast.
Standing in that one spot, this single unit was equivalent to four Barracks continuously churning out troops!! "What an absolute oddity..." Fang Senyan watched the performance of these Hero units, unable to suppress his awe and admiration.
The frantic Zerg assault was finally completely halted by the actions of these Heroes.
